What it actually says
The regional or VM-family vCPU quota has been reached. The error usually gives you the current usage, the limit and how much you need โ i.e. the exact number to request.
Azure outage? No. Not random. It's arithmetic: usage + required > limit.
The fix
- 01Read Current Limit, Current Usage and New Limit Required.
- 02Request a quota increase for that family and region, or
- 03Choose another VM family / region, or clean up unused VMs.

The error literally contains the number to put in the quota request.
