The service is throttling requests. It even told you how long to wait.

Azure outage? No. Rate limiting is intentional behaviour, not an outage.

The fix

  1. 01Honour the Retry-After header.
  2. 02Use exponential backoff with jitter.
  3. 03Reduce request volume: batch, cache, and avoid polling loops.
